With more systems integrators and end users moving to networked security solutions, the Texas Department of Aging and Disability Services (DADS) Video Surveillance Project, presented at IP-in-Action LIVE Texas, represents the scope of the types of installs being made possible by new technology. Description: The surveillance world has seen a number of key trends in recent years, including rising camera counts for better coverage, rapid rise in resolutions (due to technology commoditization) to give better video data, and ever-extending retention times due to regulatory or best-practice requirements. These factors have pushed storage of video surveillance data to becoming a dominant cost factor for the security professional. The result: tight budgets that have to accommodate more and more storage to simply get the job done.
This session will focus on technology approaches brought across from the information technology (IT) world to allow users to manage down the cost and infrastructure needed to support this growing amount of data from larger numbers of higher resolution cameras. Different approaches and technologies used to manage the lifecycle of video data will be reviewed, with the aim of providing tools to allow security professionals to reduce the cost of storing video data as that video ages and becomes less valuable to the business. Leveraged properly, these approaches to video data management can reduce storage requirements by 60 - 90%, allowing significant infrastructure reductions and budget re-allocation to other, high-return items such as increased camera coverage, analytics, and biometrics.

Description: The Mission of the Texas Department of Aging and Disability (DADS) is to provide a comprehensive array of aging and disability services, support, and opportunities that can be easily accessed in local communities. In recent years, it came to light that DADS was falling short in fulfilling its mission. In June 2009, the Texas Legislature passed Senate Bill 643, requiring that video surveillance equipment be installed in all DADS facilities for the purpose of detecting and preventing the exploitation or abuse of residents and clients.
DADS administers long-term service and support at 12 campuses throughout Texas. DADS also licenses and regulates providers of these services. The DADS installation, commencing in January 2010, utilizes IQinVision HD megapixel cameras, OnSSI Ocularis video management software, Zyxel network switches, and Dell Servers to provide the interactive video-monitoring interface.
The installation comprises more than 3,200 H.264 HD megapixel cameras installed in 336 buildings on the 12 campuses. The project two IQeye models of cameras, and an end-to-end network infrastructure with 35 miles of fiber optic cable to connect all the buildings together on each campus. Hugman and Norman will present the DADS case study, outlining project objectives and proposed solutions and how Knight and IQinVision won this high-profile contract by offering a scalable solution using new technology that achieved DADS security goals while saving the state money.
